plastic bags take ages to break down & when they do,they release harmful gasses into the air.if the don't get recycled they clog drains,lakes,creeks.
paper is easier to tecycle & make into other things.
my fav tho are reusable canvas bags.$ 1 each & they last forever.

Pros: cheap; can be recycled by using them again especially as trash liners; light; cheaper to produce, i.e. expends less energy to make; waterproof
Cons: non-biodegradable, i.e. stays on landfills for a very long time
Paper:
Pros: biodegradable - so does not overburden landfills; can also be reused though in limited ways compared to plastic
Cons: more expensive to produce - expends more energy to make, not as durable as plastic; not waterproof

I'd say paper... Because I mean, I see a TON of plastic bags on the side of the street and stuff. And I don't know about you, but that pisses me off! Ha ha. I guess you can reuse both, so that's a plus, but plastic bags break easier, ya know? Paper's sturdier. So I say paper's just better(:

Believe it or not, I prefer paper. Where I live the plastic bags can not go into the recycle bin. Most paper bags are now made from recycle material. I can use the lager paper bags for lawn trimmings and just drop it into the lawn cart. The stores that accept plastic bags for recycling only accept their own brand. They throw away other store brand bags.

i use plastic bread bags to hold all my wrappings of meat etc. and when i go for a walk they go into the council bin at the bus stop, it saves me buying the big rubbish bag every week, mind you i compost all vegie left overs, and put out the papers , also recycle bottles etc.

Neither! Both are all cons and no pros when it comes to helping the environment. It's better to use a recycled canvas type tote and say no to both paper and plastic. You have a small fee for buying each tote but the benefit out weights the cost of them many times over. Start now and if you are on a limited budget, like I am, buy them as you can. I know I need a stack of totes, since I only shop 1 or 2 times a month and I don't want to drive into town more than I have to. I put what I can in the tote/bag (cold items - things needed to be put up asap) and items like cereal, milk, cleaning products and such I will lay in my car. Once I am home I take in the totes, empty them and go out to fill the tote up again or carry the items in my arms. It really doesn't take any longer and I can sort items as I go.
